As the forces loyal to Col. Muammar Gaddafi are heading to retake the control of Benghazi, the last major rebel stronghold, the world is advancing to stop the onslaught using any possible means.
"All necessary measures" has been authorized by UN to protect civilians in Libya; opening all options including air strikes and naval attacks.
In a 10-0 vote, with five not opting to vote, the Security Council called for an urgent cease-fire in Libya and approved establishment of a no-fly zone over Libyan territory and the banning of ships transporting supplies to Gaddafi's government. The council approved the use of any means short of "foreign occupation" to end attacks against "civilian populated areas under threat of attack ... including Benghazi."
Russia, China, Germany, Brazil and India, all of which conveyed reservations about the move, opted not to vote.
Earlier Thursday, in a radio address delivered on state television, Gaddafi had warned residents of Benghazi that "we are coming tonight and there will be no mercy."
