MANILA, Philippines (Dec. 17) – The death toll has climbed sharply and already crosses the 400 as flashfloods continue to ravage the cities in Philippines. According to Philippines Red Cross Secretary-General Gwendolyn Pang, the exact and confirmed number of deaths toll is 426 and it is feared to rise further.
